Check out Stroud's CWSApps List - the HTM editor section is:

HotDog seems a current favourite but I like HTMLED Pro
it has superb support for tables and forms.

If you want to work from within Word then there is Microsoft's Wordia
and Cu_html but I like HTMLAuth. They hide more of the HTML from you but
you get much less control. There are also add-ons of one sort or another
for Word Perfect, AmiPro etc.
