I just tried it your way, and it worked fine for me. The problem might be:
1) The BioMOO might have been down at the time.
2) You're trying an rlogin connection instead of telnet. Make sure the
radio-button next to "telnet" is active in the WinQvt dialog box.
3) Make sure you have entered 8888 in the IP port.
General recommendations:
1) Don't use an IP number. Use (in this case) bioinfo.weizmann.ac.il
2) Get a MUD client. Telnet is not that great for MOOing.
